Using the DigitalOcean Custom image feature you can load any custom installation Virtual Machines. You can use VirtualBox, Vmware, and Proxmox to create your image, convert and upload it to DigitalOcean. I'm using this method to install VICIdial Call Center using VICIBOX iso in DigitalOcean.
